One unexplored question abotu Vampire Bats that got me wondering was how the polution scenario ever got started. I don't mean why someone in the company thought it was a good idea to dump what apparently is a useful firefighting chemical into the swamp instead of selling it, or why anyone ever thought they could cover it up indefiantely. No, I'm wondering how you run a pipe like that without people asking questions.

I mean, you can't have the plant architecht in on the scheme, and the local builders union might ask questions when laying a pipe from the toxic waste container to a random spot out in the bayou. Not to mention, somebody is turning the valve.

Here's the best I can come up with:

Have the architect design a "holding tank" ouside the building. Be sure to give him a carefully doctored survey that omits a critical huge rock where the tank is supposed to be (a tree can be removed). Now, obviosuly this tank will need to be serviced, so you make sure there is a nice paved road to get there, with plenty of storm grates that drain into the bayou. It may require a payoff to get that okayed by the local council, but they probably won't think much of it (after all, if the road was not paved the truck oil would be draining into the bayou anyway).

Okay, so when construction begins, we suddenly dicover the rock the achitect should have known about. We need to put the pipe work on hold while we find a solution, so get to work on the road and that questionable sewer (hmm, still need a plausable reason not to just use gutters). Of course the people working on the pipes inside the building can continue. We need a reason why the people inside and outside need to be different groups, but the local union may do that for us.

Suggest to the architect the solution is to just put in another pipe offset fifty feet. We'll cap off the old pipe. Of course, the people inside aren't told about the change, and just cap off the new pipe inside that leads to the now vestigil hold tank.

That still leads to the problem of how to get the actual runoff pipe to the sewer, and how to keep the valve worker from wondering why nobody ever empties the holding tank.

Any ideas?

You'll also need a handful of foremen (at least) willing to go to jail, an accountant to fake the record-keeping on expenses for disposal, and the world's dumbest EPA inspectors.

C'mon, big companies keep teams of assassins on their payroll to murder whistle blowers, etc. (see On Deadly Ground, Action Jackson, whatever), so I can't imagine this slowed them down any.

They're eeee-vil. Don't you get that?

Well, presumably the chemical was residue from earlier usage by the incineration plant, so they couldn't sell it.

As far as the indefinitely point goes, the Mayor said that Carbide was covering it up until they managed to fix the problem. To me that suggests that it's not something that's been happening all of that long (if it's really all of that toxic, the deer couldn't be drinking it too long without dying from the poisoning) and that they're trying to correct it without the government noticing, presumably to avoid fines.

Until then, they've been paying off the person with the most contact with regional wildlife to make sure that he doesn't alert the EPA to the situation.

Well, as far as fixing the existing problem: set the bayou on fire and hose the area down with the chemical to prevent the fire from destroying the town.

As far as doing it from the start, bah, do what everybody else does and ship it overseas.
