Apart from the obvious explanation of "They used a whole lot of LDS back in the Sixties", there is an additional explanation of why a TV special about Raquel Welch would have featured her as prominently singing and dancing.
There was a time in her career when she was marketed as an heir to Ann Margret. Certainly, there are some gross physical similarities between the two, but because of this perceived similarty, obviously someone also decided that "Hey! This Raquel Welch must sing & dance, too!"
As I recall, a lot of her movies from the mid sixties to the early 70's (up to at least MYRA BRECKINRIDGE) always seemed to feature her in gratuitous musical numbers.
There is also the factor that at that time in popular culture, it was expected that stars would be multi-talented in the mode of, say, any of the members of the Rat Pack.
This, of course, is absurd thinking: there was only one, say, Frank Sinatra, and it is unfair to expect any other entertainer to be as multi-talented as someone like Frankie, but that was the common practice back in the day. Granted, it led to things like the movie A HARD DAYS NIGHT, but it also led to things like records by William Shatner, Jack Webb and Sebastian Cabot.
This thinking actually has had a resurgence in recent years: see the putatative recording careers of Jennifer Love Hewitt, Jamie Lynn Sigler/DiScala and that guy from NORTHERN EXPOSURE and MY BIG FAT GREEK WEDDING trying to convince people that they can sing as well as act.
Me? I'd get the DVD, but play it with the sound turned all the way down, just to see Raquel Welch in her physical prime.
